Are there particular areas under the umbrella of Diversity & Inclusion that are a focus for the Division of Personnel Management?
2)Assuming that these modules will be delivered online, being able to track course completion and other training related metrics will be important. What learning platform will DPM be using to deliver the modules to the learners? | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. 1) DPM would like the vendor to indicate which topics underneath the umbrella of diversity and inclusion they have trained executive leadership on. 2) These modules will not be delivered online. | (3) Regarding Section: 4.2 | Q: | | With relation to cost: The unit cost of our product is variable based upon what is being licensed, the total volume of users and other factors. So that I can provide an accurate cost, I have a few questions which are listed below
1) Will you deliver the eLearning modules to learners through your learning platform or through the chosen vendors platform? If your platform, is that system SCORM 1.2, SCORM 2004 or AICC compliant?
2) What is the total volume or "units" needed for this engagement? If the total number is unknown, can you please provide a relatively narrow range? | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. 1) All training will be conducted in-person. 2) We need trainings to be conducted on a monthly basis, January-May. | (4) Regarding Section: 1 | Q: | | Is this training request in response to The State of Wisconsin Office of the Governor Executive Order #59 - Relating to Diversity, Equity, and Inclusion in State Government? If not, can you share what is driving the need for this type of training? | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. In part, yes. The request is also coming out of a strategic planning discussion with executive leadership. | (5) Regarding Section: 2 (1) | Q: | | - What is the total number of people you are requesting the contractor to train over the 5 training sessions? Approximately how many people will attend each Diversity, Equity, and Inclusion training session?
- Is the contractor expected to use their own equipment (computer, project, screen, microphone, speakers, etc) or will it be provided? | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. DPM estimates 175 - 225 people over the five (5) training sessions, 35 - 45 people in each session. DPM will provide equipment. | (6) Regarding Section: 2 (2) | Q: | | - Please identify specific location(s) where training will be delivered and what logistical support if any the Division of Personnel Management will provide (e.g. auditorium or conference room fully equipped with audio & video capability, Wi-Fi, projector, white board, etc)
- Can you clarify the difference between the modules and training outlines you requested in paragraphs 2.4 & 2.5? | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. The training will be delivered at different state agency building (specific location TBD). DPM will ensure the necessary equipment is provided. There is no difference between the modules and training outlines, all refer to the session topic. | (7) Regarding Section: 4.2 | Q: | | - Is there an approved budget for this training requirement? If, so can you state how much or give an estimated range?
- Per paragraph 4.2, will a cost sheet be provided for us to complete and upload to esupplier? | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. Yes, but it is not in the State’s best interest to disclose the budget range. Per Section 5.6 Content of Bid Response, “Bid Factors and Cost Information: The Bidder submitting a hard copy response shall include the Attachment A: Bid Factors, included in this Simplified Bid. A response to each statement listed shall be clearly checked and submitted with the Simplified Bid response. When responding to the Simplified Bid within the Wisconsin eSupplier Portal, Bidders shall respond to all questions.” If submitting a response via a hard copy, Attachment A: Bid Factors Section 4.2 Cost Sheet has a space for entering a Per Training Cost. If submitting a response via eSupplier, 4.2 Cost Sheet has a Bid Factor to enter the Per Training Cost.

We have read the appropriate section of the Bid, and agree with the terms specified in the RFB. We do not know how to submit our response to this section - it appears that the Portal requires us to upload a document, but we are not sure which form we should upload. Any guidance will be much appreciated. Thank you. | | A: | | See additional Amendment 1: Questions and Answers in Supporting Documents. For Section 2 Mandatory Requirements of Bid and Section 3 Special Terms and Conditions of Bid have two (2) Bid Factors associated with them, the second Bid Factor provides an opportunity to Bidders to upload any exceptions to the section, however, they are optional Bid Factors. Optional Bid Factors do not require a response and eSupplier will submit a bid response if the optional Bid Factors are not completed. | (9) General Question: | Q: | | This is a clarification question - is it correct to presume that each of the potential training sessions will include the same group of attendees, and that each training session will focus on a different topic? It is not mandatory that they attend. | (10) Regarding Section: 1 | Q: | | Regarding Purpose and Scope of the Simplified Bid - can you share why this training is being requested at this time? This training is being requested based on some recent strategic planning discussions with executive leadership around equity and inclusion. |
